According to BATESON: "Whether learning of this fourth order occurs in human beings is unknown" (Ibid).
4th order learning could probably be related to critique of metaconcepts formation, of the kind developed by GÖDEL, CHURCH and TURING. (see Ch. FRANÇOIS, 1987). Systemic and cybernetic isomorphisms could be considered as a basement for this 4th. order learning.
It should however be necessary to find a corresponding neural networks mechanism.
